Receiving controls should compare the physical package with the shipment documentation. Check package integrity, seal references, item identifiers, quantities and weight before finalizing the receiving record.
An item-count match does not automatically mean the weights match, and a weight match does not prove that the correct items were supplied. Record both measures when both are available.
